Its county seat and most populous city is Newton. The county is a part of the Wichita (Kansas) Metropolitan Statistical Area which also includes Butler, Sedgwick, and Sumner counties. The county is named in honor of Governor James M. Harvey. The FIPS place code for the county is 020079.
